Just to elaborate on the extra locomotives, VIA has been running 3 units on the Ocean regularly for the past few weeks. The Ocean, especially at this length, doesn't really *need* even two units (especially with the rebuilds), as it has successfully been pulled by a single unit when the other had issues. Having a second locomotive obviously helps keep the train moving in good order and such, but it's mostly important for the Ocean because there are no spares that can easily get east of Montreal in a hurry.
What I've heard re: the third loco is that VIA has been doing extended road testing on a number of F40s that have been giving them trouble for one reason or another. The trip to Halifax and back gives them plenty of time to work out issues and monitor performance.
